British Broadcasting Corporation Gaza Programme Deemed a 'Serious' Infringement of Media Rules, States Ofcom

The public service broadcaster committed a "serious breach" of media regulations by omitting to mention that the presenter of a documentary about the Gaza conflict was the child of a Hamas administrator, as determined by UK media regulator Ofcom.

An investigation by the media regulator into Gaza: How to Survive a Warzone has concluded that the documentary was "materially misleading".

The head of the BBC had previously apologised, noting there had been "a major oversight in relation to accuracy".

The authority has instructed the corporation to air a prime-time announcement about its findings.

"Since this amounts to a major infringement of our rules, we are directing the broadcaster to air a message of our findings against it on the BBC's second channel at 21:00, with a schedule to be determined," the regulator stated.

'Possibility to Damage Credibility'

The authority's statement stated: "Our investigation found that the documentary's lack of disclosure that the narrator's male guardian served in a role in the Hamas-administered government was substantially inaccurate.

"It meant that the viewers did not have essential details which may have been very significant to their assessment of the voice and the details he provided.

"Trust is at the center of the connection between a media organization and its viewers, notably for a national broadcasting corporation such as the public broadcaster.

"This error had the potential to undermine the exceptionally strong degrees of trust that audiences would have invested in a factual film from the broadcaster about the conflict in Gaza."

The documentary was withdrawn from the BBC's streaming service in February after the boy's family links emerged, and in this past July an internal BBC review found it breached the broadcaster's editorial guidelines on accuracy.

A corporation official stated: "The regulator's decision is in line with the conclusions of Peter Johnston's review, that there was a major oversight in the programme in relation to the BBC's Editorial Guidelines on accuracy, which reflects Rule 2.2 of Ofcom's Broadcasting Code.

"We have apologised for this and we comply with the regulator's ruling in full. We will comply with the sanction as soon as the date and wording are confirmed."
